一、「計劃，決議，商議，圖謀」，σ. λαμβάνειν作「計劃，決定，商議」，太12:14 22:15 27:1,7 28:12 。σ. διδόναι商議，可3:6 意義相同。σ. ἑτοιμάζειν作成決定，可15:1 （這兩處馬可福音的經文中，συμβούλιον ποιεῖν是出現在異版中，意思是商議）。

二、「議會」，為一個團體。Φῆστος συλλαλήσας μετὰ τοῦ συμβουλίου非斯都和這議會商議，徒25:12 。*
